I want a piercing..?

Your nose is probably the least painful and easiest to take care of. I have a nose piercing and it hurts for just a little while. I heard the naval hurts alot and the tongue is worse plus u run the risk of damaging nerves on your tongue. Now, as far as getting it done, I think because you are under 18 your guardian needs to come with you. As long as you have their signature or them with you you should be able to get it done. Make sure you get it done at a reputable place. No Claires Boutique or anyplace like that in the mall. I had mine done at an Indian Salon. Some people say its good to get it done at a body piercing parlor. my opinion either is good because they know what they are doing.
