That film is probably a mixture of beneficial bacteria, diatoms, and ammonia. The fish produces ammonia, which is toxic for itself, and then the bacteria is trying to grow so it can process the ammonia and clean the water up for the fish. You keep cleaning it away though (bad human). The best way to get rid of this stuff is to get a filtered tank. The beneficial bacteria can grow inside the filter media, and you are free to clean off any diatoms that stick to the gl without harming your fish or the water.
